Latest PAN Application Form Changes That Everyone Needs to Know

Beyond being a simple identification card, it is the most important tool for your financial life in India.

The Income Tax Department (ITD) is rolling out big changes to PAN applications starting April 1, 2026.

Whether you are applying for the first time or fixing an old error, these updates will change how you share your details.

From new form names to different rules for birth certificates, there is a lot to catch up on. Let’s walk through the new rules together so your next application is stress-free and successful.

Transitioning to New PAN Application Forms (F-Series)

The biggest thing you'll notice is that the names of the forms have changed completely. The long-standing Forms 49A and 49AA are being replaced by a more structured way to better categorize applicants.

New PAN Forms

As per the Income Tax Act, 2025 and Income Tax Rules, 2026, new PAN application forms will be applicable from 01.04.2026.

  • Form F093: Individual (Indian Citizen)
  • Form F094: Non-Individual (Indian Entities)
  • Form F095: Individual (Foreign Citizen)
  • Form F096: Non-Individual (Foreign Entities)
  • Change request application forms
    • Form for changes or corrections in PAN data for Indian Individuals/Non-Individuals
    • Form for changes or corrections in PAN data for Foreign Individuals/Non-Individuals

These new forms apply to New PAN Applications. The consolidation aims to reduce errors by providing specific formats for different legal statuses.

Structural and Physical Changes to the Form

Applying for a PAN card now requires more attention to detail regarding physical attributes and signatures.

Revised Photo Size

Starting April 1, 2026, the standard photo size for PAN applications has been increased.

  • Old Size:5 cm x 2.5 cm
  • New Size:5 cm x 3.5 cm Ensure your photographs meet these new dimensions to avoid rejection during the scanning process.

Signature Placement

In a move to simplify the form-filling process, the requirement for the applicant’s signature has been reduced. Previously, signatures were required at both the top and bottom of the form; now, the applicant’s signature is required at the bottom only.

Mandatory Address and Contact Updates

The updated forms place a higher emphasis on physical residency and digital connectivity.

  • For Individuals: Providing a Residence Address is now mandatory. While you can still choose a Communication Address (Residence, Office, or RA Address), the permanent residence must be declared.
  • For Non-Individuals: An Office Address is now mandatory. A new field for "Communication Address" has been introduced to allow flexibility in where the physical card is delivered.
  • Contact Details: Landline numbers have become optional. However, providing a Mobile Number is now mandatory for all applicants.

The Big Shift in the Aadhaar and Proof of Birth (PoB)

Perhaps the most significant change involves the documents accepted for verifying an applicant's age.

Aadhaar is No Longer Proof of Birth

Effective April 1, 2026, Aadhaar is no longer accepted as Proof of Birth for PAN applications processed through Aadhaar-based eKYC, scan-based, or physical modes. While Aadhaar remains a valid proof of Identity and Address, applicants must now provide a separate document to verify their date of birth.

Revised List of Valid PoB Documents

  • For Individuals born on and after 01.10.2023, copy of birth certificate issued by the municipal authority or any office authorised to issue birth and death certificate by the Registrar of Birth and Deaths or the Indian Consulate as defined in clause (d) of sub-section (1) of section 2 of the Citizenship Act, 1955 (57 of 1955) is mandatory;
  • In any other case,

A. Copy of the following documents if they bear the name, date, month and year of birth of the applicant, namely:

  • Birth certificate issued by the municipal authority or any office authorised to issue birth and death certificate by the Registrar of Birth and Deaths or the Indian Consulate as defined in clause (d) of sub-section (1) of section 2 of the Citizenship Act, 1955 (57 of 1955); or
  • Indian Passport; or
  • Driving license; or
  • Elector's photo identity card issued by the Election Commission of India; or
  • Pension payment order; or f) domicile certificate issued by the Government; or
  • Marriage certificate issued by the Registrar of Marriages; or
  • Matriculation certificate or mark sheet of recognized board; or
  • Photo identity card issued by the Central Government or State Government or Central Public Sector Undertaking or State Public Sector Undertaking;
  • Central Government Health Service Scheme photo card or Ex-servicemen Contributory Health Scheme photo card; or

B. Original affidavit sworn before a magistrate stating the date of birth.

Representative Assessee (RA) Requirements

The scope of the Representative Assessee has been expanded. It remains mandatory for minors and individuals who are legally incapable. However, it is now also mandatory for all non-individual applicants, including agents, authorized representatives, and trustees. This ensures a clear line of accountability for legal entities.

Fields Removed from the Form

To make the application more concise, the following fields have been removed:

  • Abbreviated Name: The system will now derive the name format directly from the primary fields.
  • Titles (Shri/Smt/Kumari/M/S): These are no longer required in the application entries.
  • Known Names: The section for "other names" by which an applicant is known has been eliminated.

Key Points to Remember for New PAN Application Form

  • Existing Forms (49A, 49AA and Change Request) will be discontinued after 31.03.2026.
  • Only the new PAN forms will be accepted from 01.04.2026 onwards. Old forms will not be accepted after 31.03.2026. This applies to both new PAN applications and change/correction (CR) requests.
  • Aadhaar is a Proof of Identity & Proof of Address and applicants are required to submit separate Proof of date of birth document as per IT Rule, 2026.
  • In Form 94 & 96, details of RA/AR are mandatory.
  • Contact details of applicant and RA/AR (if applicable) are mandatory.
